Canada won't say if China is involved in hacking incident

OTTAWA -- Canada said it was aware hackers had breached security at a domestic manufacturer of software used by big energy companies, but declined to comment on a report that a Chinese group could be responsible.

Calgary-based Telvent, which is owned by France's Schneider Electric SA, warned customers about the attack, which hit operations in the United States, Canada and Spain, the cyber security news site KrebsOnSecurity.com reported on Wednesday.

"The Canadian Cyber Incident Response Centre is aware of this incident and is already working with stakeholders in government and the private sector," public safety ministry spokesman Jean-Paul Duval said in an e-mail late on Thursday.

KrebsOnSecurity.com cited experts who said digital fingerprints left during the attack pointed to Chinese hackers.

If a Chinese group were involved it could complicate matters for Canada's Conservative government, which is deciding whether to approve a landmark $15.1 billion bid by China's CNOOC Ltd for oil producer Nexen Inc.

Some legislators are wary of the proposed takeover, in part because of what they say are China's unfair business practices.

Duval, citing operational reasons, declined to comment when asked whether Canada thought Chinese hackers were responsible.

"We can tell you that the government of Canada is working to protect Canada's cyber networks, identify vulnerabilities and intrusions, and to defend against malicious cyber activity," he said.

An organization that regulates U.S. electric utilities is looking into the breach at Telvent, which makes software that energy companies use to manage production and distribution of electricity. Telvent acknowledged a breach had taken place but gave few details.

China is often cited as a suspect in various hacking attacks on companies in the United States and other nations. Beijing dismisses allegations it is involved.

The Canadian Cyber Incident Response Centre monitors cyber threats and coordinates the national response to cyber security incidents.

Yesterday Jake was under the weather so he stayed home with me.? When he stays home we play board games and truthfully I had forgotten that we had this game.It?s called ?The Guardians? and it teaches all about safety in a non-threatening way.? The object is to get your person from school to home by answering safety questions along the way.? If your child is reading they can read the question to you.? Answer the question correctly and you get to move ahead several spaces.? Some examples are:? What is your phone number with the area code, the living room curtains are on fire what should you do(4 choices to choose from), a stranger tells you someone you know is hurt and to come with them quickly (what should you do), should you eat the pretty red berries growing on a bush near your house?? Great questions and frankly things that we need to review often with our kids.I love the fact that it is low tech and takes only 10-15 minutes to play.? Later that night I played with Sam.? 6 Signs Your Marriage May Be in Trouble | Relationships in Balance

marriage in troubleIn order to make improvements in our relationships, it?s necessary to figure out what?s not working well?and in order to figure out what?s not working well, we first have to recognize the signs of trouble (the symptoms that suggest there is an underlying issue).

There are certain more obvious cues that suggest something is wrong in a relationship, such as abuse, or emotional and/or sexual affairs. But it?s often a combination of less obvious issues that can eat away at a relationship.

Here are six signs that your relationship may be in trouble:

1) You or your partner regularly opts to be with friends or family even when you both have free time.?The key word here is ?regularly?. Occasional alone time, or time with friends and family is important to have. But if this becomes the regular option when you both have free time, it may be a sign that the relationship is in the mental and emotional backseat. This includes regularly?taking the kids and leaving you out (unless this is a previously agreed arrangement for other reasons ? e.g. one partner takes the kids out for the partner to work; or for an arranged self-care break. This would actually be a healthy sign of working together and being supportive).

2) Little or no sex.?Some couples are able to function without sex, and may be perfectly willing to do so. However, when one or both partners wants to have sex, but not with each other, or with each other but it?s just not happening (whether due to friction, emotional blocks, or lack of time or energy), lack of sex can lead to significant frustration and resentment in the overall relationship.

3) Lots of negativity.?We all experience a negative thought or emotion towards our partners from time to time. But constant negativity is often a sign of general dissatisfaction and frustration, which can lead to urges to criticize and be judgmental. Sometimes couples thrive on relating and sharing in negativity. But more often than not, the longer a relationship maintains this type of dynamic, the more likely it becomes that the negativity eventually turns toward each other. 4) Complaining about your partner to others.?There are different levels to this one. People often have a close friend that they?ll go to when they need to talk about frustrations in a relationship. This can be a decent outlet at times (though ideally, being open with your partner and discussing issues together is encouraged ahead of this). However, if you?re complaining about your partner to a new friend, or a less close acquaintance, and doing this often, there may be some significant anger and resentment from your relationship. Also, if you?re complaining about your partner and confiding in someone you?re attracted to, this is also a sign that something needs to be addressed in your relationship. Individual or relationship counseling would be a recommended place to go for help.

5) Lack of Respect.?Disrespect, lack of appreciation, lack of support, and others in this general category are the foundation for resentment and dissatisfaction. People often believe that because they are together that they no longer need to be conscious of showing respect when they speak to each other, or no longer need to express appreciation, or be supportive of their partner. While it can be comforting to be able to let go of all cares when we find somebody we connect with, neglecting to uphold these foundations of a healthy relationship can be catastrophic for a long-term relationship.

6) Lack of Trust.?If you don?t trust your partner ? if you find yourself checking their emails, following them, checking up on what they do and where they go, who they talk to, or even just wondering if they?re being faithful, etc. ? there may be underlying concerns that need to be addressed.

If you?re noticing several of these coming up in your relationship, or if one specifically has caused significant tension between you and your partner, and there?s a general sense that your relationship is struggling, couples counseling could be a worthwhile consideration for help. Couples counseling is there to help couples figure out what the underlying issues are, and what?s leading to the issues, while also creating a plan to repair and move forward. It is possible to get a struggling relationship re-balanced and back on track.

Hubble catches glowing gas and dark dust in a side-on spiral

ScienceDaily (Sep. 24, 2012) ? The NASA/ESA Hubble Space Telescope has produced a sharp image of NGC 4634, a spiral galaxy seen exactly side-on. Its disk is slightly warped by ongoing interactions with a nearby galaxy, and it is crisscrossed by clearly defined dust lanes and bright nebulae.

NGC 4634, which lies around 70 million light-years from Earth in the constellation of Coma Berenices, is one of a pair of interacting galaxies. Its neighbor, NGC 4633, lies just outside the upper right corner of the frame, and is visible in wide-field views of the galaxy. While it may be out of sight, it is not out of mind: its subtle effects on NGC 4634 are easy to see to a well-trained eye.

Gravitational interactions pull the neat spiral forms of galaxies out of shape as they get closer to each other, and the disruption to gas clouds triggers vigorous episodes of star formation. While this galaxy's spiral pattern is not directly visible thanks to our side-on perspective, its disk is slightly warped, and there is clear evidence of star formation.

Along the full length of the galaxy, and scattered around parts of its halo, are bright pink nebulae. Similar to the Orion Nebula in the Milky Way, these are clouds of gas that are gradually coalescing into stars. The powerful radiation from the stars excites the gas and makes it light up, much like a fluorescent sign. The large number of these star formation regions is a telltale sign of gravitational interaction.

The dark filamentary structures that are scattered along the length of the galaxy are caused by cold interstellar dust blocking some of the starlight.

Hubble's image is a combination of exposures in visible light produced by Hubble's Advanced Camera for Surveys and the Wide Field and Planetary Camera 2.

Ocean on Jupiter's Moon Europa Likely Deep Underground

Missions hoping to explore the huge subsurface ocean thought to exist on Jupiter's moon Europa may have to dig deep ? really deep.

Water stays in a liquid state near Europa's surface for just a few tens of thousands of years or so, new research suggests. That's a blink of an eye in geological terms, since our solar system is more than 4.5 billion years old.

"A global water ocean may be present, but relatively deep below the surface ? around 25 to 50 kilometers," Kl?ra Kalousov?, of France's University of Nantes and Charles University in Prague, said in a statement today (Sept 24).? ?

"There could be areas of liquid water at much shallower depths, say around 5 kilometers, but these would only exist for a few tens of thousands of years before migrating downwards," Kalousov? added. [Gallery: Photos of Europa]

Many researchers think Europa, which is about 1,900 miles (3,100 km) wide, harbors an enormous global ocean beneath its shell of ice. While Europa's surface is frigid, heat generated in the moon's interior by Jupiter's gravitational pull keeps this ocean ? which may be 60 miles (100 km) deep ? from freezing solid.

Here on Earth, life thrives wherever liquid water is found. So Europa is an intriguing target for future missions seeking signs of life elsewhere in the solar system.

But scientists don't know how difficult it would be for a future Europa probe to access the moon's ocean, because they're not sure how deep beneath the crust it lies. Some researchers have speculated that pockets of liquid water may persist just a few miles below the surface, but the new study throws cold water on that prospect.

Kalousov? mathematically modeled how mixtures of liquid water and solid ice behave in a variety of conditions. She found that differences in density and viscosity, along with several other factors, probably cause water near Europa's surface to migrate downward rapidly through partially melted ice to meet up with the larger ocean.

Europa isn't the only moon in the solar system that may have an underground ocean. Fellow Jovian moons Callisto and Ganymede might have one, for example, and so might Saturn's icy satellite Enceladus.

The new study could help scientists better understand these frigid worlds, as well as Saturn's huge moon Titan, which has a hydrocarbon-based weather system, Kalousov? said.

"As well as helping us to better understand Europa?s water cycle, this research could provide insight into icy moons that are geologically active, such as Enceladus, and worlds that have cycles connecting the interior with a surface atmosphere, such as Titan," she said.

Kalousov? will present the research at the European Planetary Science Congress in Madrid on Tuesday (Sept. 25).

Ex-Googler Dave Girouard gets his kicks jumpstarting startups ...

It?s an old story. College seniors head toward graduation, many with dreams to start their own businesses. Then, reality hits and they end up taking jobs in fields which promise a steady, low-risk paycheck. The startup option goes up in smoke.

That scenario bugged Dave Girouard. A little over a year ago Girouard, who was then president of Google?s enterprise unit, ?was talking to friends and family who saw that drama play out again and again. Grads with computer science degrees from top schools and a flair for Ruby programming, have no trouble finding work they love. But for smart, creative seniors without those specializations and who carry big school debt and have risk-averse parents, any idea for a startup dies in its cradle.

Girouard had some personal experience here. It was a stretch for his family when he got into Dartmouth. ??We could in no way afford it, but my father was adamant that I should do it no matter what,? he said. He graduated with the requisite ?ton of debt? which only rose when he went to grad school. When he got out, he took the most lucrative job he could find at Booz Allen. As soon as he paid what he owed, he quit to join Apple.

Debt and the decisions it drives is a problem for the students ? obviously ? who doesn?t want to follow their bliss? ?But it?s also an issue for society at large which misses out on the job creation that can come from small businesses. It bothered Girouard that investment banks and law firms became the default destinations for grads that would have liked to strike out on their own. ?So he started talking to experts ? to economists, to academics. He looked at government statistics. He looked at crowdfunding sources like Kickstarter and?Indiegogo. He decided he wanted to build a startup to help startups, resigned from Google in March, and launched Upstart?in April.

One of his findings is that it doesn?t necessarily take a fortune to help get someone started. Many of these kids couldn?t put their hands on $30,000 if their lives depended on it without credit cards, but if they could, it would be enough for them to rent office space, buy computers, hire some help,?Girouard told me last month. And that, at least gives them a shot.

Matchmaking new talent and tried-and-true talent

The Redwood City, CA. company ? now with 8 employees ?? helps to match?promising upper classmen from select ?schools ? including Rhode Island School of Design, Dartmouth, University of Michigan ? with patrons that have money to invest and business experience to share. (Upstart just added Berkeley, Harvard, NYU, Stanford and Yale to its roster.) Thirteen mentors signed up initially, including Frank Moss,?professor ?at the MIT Media Lab anda long-time industry exec; and Andy Palmer, who?co-founded?Vertica Systems) and?VoltDB.

It should be noted that Girouard himself left a solid gig at Google ? something his financial advisor counseled strongly against ? to launch this effort with backing from Google Ventures, Kleiner Perkins Caufield & Byers, NEA and Mark Cuban. He was joined by Damon Whitsitt?another former Googler and a few others. They wanted to find a way that investors share in the entrepreneur?s upside but that also limits the downside risk to the entrepreneur. If the startup doesn?t work out, the investors don?t recoup their investment, but the feeling is they have enough money and expertise to sustain the loss.

Again, the idea was to fund the person, not the startup, paying X amount for a certain percentage of that person?s income ? regardless of its source ? over ?ten years.

In coming up with a plan, Girouard initially thought of some sort of auction: ??Here?s Bill, who?ll graduate from Stanford with a Computer Science degree. What?s 3 percent of his income worth to you?? and have the investors bid it out. One problem was figuring out how much a given person?s earning potential would be over the period in question.

Serendipity strikes

Right around then, Girouard heard about ?a kid? in New York who was working on way to forecast an individual?s earning potential over time. This ?kid? was Paul Gu?one of the first class of?Thiel Fellows. ?He?had been a double computer science/economics major at Yale but left after three years to pursue his research. ?By the time Girouard reached him by phone, Gu had aggregated a couple of publicly available data sets to help in this task.

Why was Gu pursuing this? Because his friends were taking jobs they didn?t want because of student debt, he told Girouard. Bingo.

Within days, Gu flew out to meet with Girouard and Whitsitt.??As soon as I saw what he was doing, I thought why the hell do an auction? Let?s just price this ourselves and we can build a model without burdening the backers,? Girouard said.

Gu came aboard as Upstart?s first non-Google employee.?From that time on, Gu and team have been gathering data from the government, from schools, from private sources who collect salary data using it to fine tune the model. They recruited prospective grads and backers in parallel. Since the pilot program went public in August, nearly 300 backers/mentors have signed on, Girouard said, and Upstarts is launching road shows at college campuses this fall to talk up the program.

Basically, the applicant asks for a set amount (funding is capped at $50,000). Upstart then uses its ?proprietary models and analytics to figure out the fraction of their future income they must agree to share to raise their desired amount,? according to its?website. ?The recipient gets X dollars for each 1 percent of income shared up to a maximum of 7 percent. No payments are expected when the recipient makes less than $30,000 per year.

As an aside,?Upstart structured an agreement that incents Gu to return to Yale to finish his degree ? which Gu said he intends to do.

Doing well by doing good

This is not a totally philanthropical effort. Upstart gets 3 percent of the patron?s initial contribution. And should the effort pan out, when the entrepreneur pays back the patron, Upstart collects a 1.5 percent service fee.

Both Gu and Girouard brim with enthusiasm about the effort. They feel they are doing well by doing good. Coming?up with the analysis is challenging. ?And they all seem to like each other. ?I like to call it the stuck-in-the-airport-together-for-four-hours test,? said Gu. ?We?re happy to spend time together. A lot of time in the valley, there?s this culture of ?we?re so super smart that we know everything.? Well, we definitely don?t have that here. There?s not a lot of ego,? Gu said.

After 8 years at Google, Girouard seems to be loving the startup vibe. He likes to quote Andy Berndt, head of Google Labs, who used to say ?(paraphrasing here) ?why is it that 10 people sitting in a room at a startup is bliss and ten people sitting in a room at a meeting is painful??

There is no indication at all that anything about Upstart is painful to its founder. ?The funny thing here is we?re all in a big room with four big tables but no matter what happens, we all end up clustered around one table,? Girouard said.

Noise limits placed on ammo maker, wedding venue

MOSCOW, Idaho (AP) -- The Latah County Zoning Commission has imposed noise limits on a shooting range as well as a bed and breakfast with a chapel that's a popular place for summer weddings.

The Lewiston Tribune in a story on Friday reports (http://bit.ly/OgOH3V ) the commission imposed limits after hearing about the concerns of neighbors.

The commission granted PNW Arms permission to continue to run an indoor firing range but required the company to do more to mitigate sound. The commission also put off a decision about a larger firing range the company wants to build, giving the company time to develop plans.

The commission also limited summer weddings to every other weekend at a Paradise Ridge-area chapel and bed and breakfast called Meadowinds. It also banned amplified music.

New Maps app is rare Apple flub

(AP) ? With a touch of geek whimsy, Google Maps famously warns anyone who seeks walking directions to Mordor ?the land of evil in "The Lord of the Rings"? to use caution. "One does not simply walk into Mordor," it says. Apple is finding this week that creating an alternative to Google Maps isn't a simple walk, either.

Apple released an update to its iPhone and iPad operating system on Wednesday that replaces Google Maps with Apple's own application. Early upgraders are reporting that the new maps are less detailed, look weird and misplace landmarks. It's shaping up to be a rare setback for Apple.

"It's a complete failure," said Jeffrey Jorgensen. "It's slower, its directions are poorer and its location data doesn't seem to be accurate. All around, it's not quite there yet."

Jorgensen, a user interface designer for a San Francisco-based startup, began using Apple Maps months ago, because Apple made it available early to people in its software development program. He said he finds himself relying on Google Maps running on his wife's Android phone instead.

The most-hyped feature of the new app is a "Flyby" mode that shows three-dimensional renderings of buildings and other features. It presents a convincing depiction of the canyons of Manhattan, but has a hard time rendering bridges and highway overpasses, which tend to look wobbly or partly collapsed.

The Apple app also has a tendency to judge landscape features by their names. For instance, it marks the hulking Madison Square Garden arena in New York as green park space because of the word "Garden" in its name. The TD Garden football stadium in Boston gets the same treatment.

Conversely, Apple Maps marks "Airfield Gardens," a farm and plant nursery in Dublin, Ireland, as an airfield. This prompted the country's Justice Minister, Alan Shatter, to warn pilots on Thursday not to land there.

"Clearly the designation is not only wrong but is dangerously misleading in that it could result in a pilot, unfamiliar with the area, in an emergency situation and without other available information, attempting a landing," he said.

Marcus Thielking, the co-founder of mapping-app developer Skobbler, said the lapses of the Apple app are surprising, particularly since Apple purchases map data from an established provider, Tele Atlas.

"The combination of Apple and TomTom screwing up something like this is very odd. Apple is not the first and only company using Tele Atlas maps," Thielking said.

Tele Atlas is a subsidiary of TomTom, a Dutch maker of navigation devices.

Last year, Apple released another software product that many regard as half-baked: the voice-controlled virtual assistant Siri. But Siri's ability to ?at least sometimes? understand spoken queries was something most users hadn't met before, so they forgave its lapses. With Maps, Apple is replacing an app nearly every smartphone user is already familiar with.

User reaction on social media has been fierce. One Twitter user quipped that the lines of people queuing up to buy the iPhone 5 on Friday will be shorter, because the buyers will be misled by the new Maps.

There's been a Google Maps app on the iPhone since it was launched in 2007, but it's always come with the operating system. Now that it's gone from the list of "core" apps, users are finding that it's not available for download either. Google could make one available, but hasn't announced its plans.

NASCAR reinstates AJ Allmendinger

(AP) ? The first phase of his comeback complete, an optimistic AJ Allmendinger is ready to get on with his life.

He's hopeful that includes another job in racing.

Allmendinger on Tuesday was reinstated by NASCAR, which said he successfully completed its rehabilitation program after testing positive for a banned substance. The process took a little over two months, and Allmendinger said he learned a lot about himself while participating in the "Road to Recovery" program.

"I knew I didn't have a problem, I knew it was a one-time mistake," Allmendinger told The Associated Press. "I'm going to use the word "educated" because I feel like I was educated on a lot of things and a lot of things about myself. I just needed to get my priorities straight and my life straightened out.

"And learn to be happy as a person away from the race track," he added. "If you are not happy away from the race track, you aren't going to be happy at the race track. So much of what I was doing at the race track was dictating the person I was."

Allmendinger was suspended July 7 after failing a random drug test in June. His backup "B'' urine sample also later tested positive.

NASCAR has not revealed the substance, but he has said he tested positive for Adderall, a prescription drug typically used to treat attention deficit disorder. He does not have an ADD diagnosis or prescription, and said he took it a couple of days before the June 30 race at Kentucky Speedway because he was tired.

He was released by Penske Racing after his "B'' sample failed, and participating in NASCAR's program was his only hope at reinstatement.

Now that he's done it, he may find a home sooner than anyone expected back in July.

"The first thing is what options are out there for me? I don't know the answer to that," he said. "But I've learned this is life, and everything is an option."

Team owner Roger Penske had Allmendinger as his guest at the IndyCar season finale last weekend and said the 30-year-old driver is a viable candidate for rides in both NASCAR and IndyCar. Penske even said he'd consider hiring Allmendinger again.

Allmendinger said he was nervous to attend the race, in part because it was his first public appearance since the suspension and because he'd not been in the paddock since leaving Champ Car for NASCAR after the 2006 season. But he felt at ease as soon as he walked back into the track, and said he was welcomed by everyone from team owners to crew members to fans.

Allmendinger said there's been interest from IndyCar teams, but he's not sure what comes next.

"I don't have a specific answer, I just know that it will be something I want to do," he said. "But I also don't want this to be the end of NASCAR. I don't want to leave like that. I don't want to feel like I failed."

Allmendinger ran three seasons in Champ Car and won five races in 2006, right before he was lured to NASCAR by Red Bull Racing. But the team had no development program for him, and he struggled with the move to stock cars.

Red Bull let him go in less than two seasons, and Allmendinger had to fight every year for a ride and the track time to continue his development. The job of a lifetime finally came to him in late December, when Penske hired him to fill the seat that opened when Kurt Busch split with the organization.

It was the most prolific ride of Allmendinger's career, and both driver and team seemed thrilled with the pairing even as Allmendinger struggled at times in the No. 22 Dodge. He was 23rd in the Sprint Cup Series standings heading into Daytona, where he won the Rolex 24 Hours of Daytona sports car race in January.

The July suspension came at a time when Penske was evaluating picking up the option on Allmendinger for 2013. Sam Hornish Jr. was flown in to replace Allmendinger and will finish the season in the car, but Joey Logano was hired to drive it next season.

The next step for Allmendinger may be up to owners like Penske.

"He could be an option for us, for sure," Penske said before the IndyCar finale at Auto Club Speedway on Saturday. "He's someone we would consider. This is a speed bump in his career, but he's certainly an option for people on the NASCAR side and the Indy side."

Allmendinger said Tuesday he was grateful for the support he's received from Penske the last two months.

"It was great to go to the IndyCar race and he's been amazing and such a great friend through this, and he's the guy I always wanted to please and my biggest regret is letting him down," Allmendinger said. "I was always afraid to ask him for advice before, and when you've got everything taken away from you, your guard gets let down.

"Now, I'll always turn to him."

Penske doesn't have an open seat in NASCAR, and it's not clear what will happen with his third IndyCar team. He's already picked up the 2013 options on Will Power and Helio Castroneves, but has told Ryan Briscoe he's free to look around while the team tries to secure sponsorship for that seat.

Allmendinger was the second Sprint Cup Series driver suspended under NASCAR's tightened drug policy implemented in 2009. Jeremy Mayfield was the first and he unsuccessfully sued to have the results overturned. Court documents showed that Mayfield tested positive for methamphetamine.

Allmendinger believes his situation is different.

"It was the biggest mistake of my life. Stupid mistake," he said. "But it's not going to happen again and the people who know me know it was a mistake."

Analysis: Romney sharpens differences with Obama

(AP) ? Republican Mitt Romney, in describing nearly half of Americans as being docile dependents of the state, and saying it's a "foreign concept" for government to redistribute income, is outlining a philosophy that's not only sharply at odds with President Barack Obama's views. It's also difficult to square with the facts of how Social Security, Medicare, the tax code and scores of other institutions work.

Romney's claim that 47 percent of Americans won't take "personal responsibility," which he linked to their failure to owe federal income taxes, instantly crystallized his philosophical differences with Obama when the remarks came to light Monday.

Romney, trying to control the message amid widespread criticism, went further on Tuesday. He told Fox News that it's "an entirely foreign concept" for government to "take from some to give to the others."

The remarks echoed complaints often raised by conservative groups, including tea party activists, who denounce "redistribution of wealth."

But the remarks overlook basic facts, such as how the costly and popular Social Security and Medicare programs shift billions of dollars from younger people ? who pay payroll taxes ? to older people, who receive the benefits.

Similarly, the nation's progressive income tax system requires wealthy people to pay proportionately more, shifting some of their wealth to poorer people in the form of government services and welfare.

Federal excise taxes, along with sales taxes imposed by many states, work in the other direction, regressively. Because they are levied without regard to the payer's income, they take a disproportionately larger bite from poor people.

In the Fox interview, Romney took a calculated risk that most voters resent, or can be coaxed to resent, the government's redistributive role, even if millions benefit from it, and it's central to the entire federal system.

Some conservative activists, originally tepid about Romney, cheered his much-debate remarks about the "47 percent."

"The Mitt UNPLUGGED and UNPROGRAMMED by staff & 'experts' won in biz & can win the presidency," said talk show Laura Ingraham via Twitter.

Romney's remarks sharpened his philosophical differences with Obama as the campaign enters its last 50 days.

Obama talks much more than Romney does about society's responsibility to help the needy. His it-takes-a-village approach depicts government as a force for good ? not only for the downtrodden, but also for entrepreneurs who rely on public schools, roads, police and firefighters to build their businesses.

"We have some obligations to each other," Obama told CBS's David Letterman on Tuesday. There's "nothing wrong with giving each other a hand."

Romney often portrays government as an over-regulating, over-taxing nuisance that hampers hard-charging "job creators." In the secretly recorded remarks to Florida donors in May, Romney described nearly half of all Americans as people "who believe they are victims, who believe the government has a responsibility to take care of them, who believe they are entitled to health care, to food, to housing, to you name it."

He was referring to the roughly 46 percent of Americans who pay no federal income tax, although many of them pay sales taxes, payroll taxes, and state, local and excise taxes.

"So our message of lower taxes doesn't connect," Romney said at the May fundraiser. "And so my job is not to worry about those people," he said. "I'll never convince them they should take personal responsibility and care for their lives."

Democrats, and some Republicans, noted that these Americans include millions of elderly people, military personnel and working-class parents.

They also include a handful of very wealthy people. The IRS reported that, thanks to complex tax breaks, six of the 400 highest-earning families in 2009 owed no federal income taxes.

The week's events seem to be widening the philosophical gap between Obama and Romney.

In truth, both visions of America ? as a society that cares for its elderly and downtrodden, and a society fueled by hard-working, self-reliant people trying to get ahead ? have deep roots in the nation's history.

But recent events have made the two visions appear more at odds than they truly are.

The Great Recession of 2007-2009 contributed to big spikes in food stamp use, now about 48 million. The median U.S. household lost nearly 39 percent of its wealth from 2007 to 2010.

At roughly the same time, the tea party movement accelerated the Republican Party's shift toward a more solidly anti-tax posture. Refusal to raise taxes ? even on the wealthiest Americans, and even in the name of slowing the federal debt's dramatic growth ? has become a priority for many Republicans, especially in the House.

Democrats, meanwhile, note that federal taxes, as a share of the total economy, are at their lowest level in 60 years.

Some conservatives say the number of Americans receiving government benefits, and not paying income taxes, is alarming. Nearly half of all Americans receive some form of direct federal benefit.

More than a quarter of Americans are on Medicaid, 16 percent receive Social Security, 15 percent are on Medicare, and nearly 16 percent receive food stamps.

"When the number of people riding in the wagon outnumber the people pulling the wagon, how do you ever reform?" said Dan Mitchell, an economist for the libertarian-leaning Cato Institute.

Neera Tanden, head of the Democratic-oriented Center for American Progress, called that "a complete misunderstanding" of society. Americans, she said, "are the most religious, most hard-working people in the world. ... We are a nation of strivers."

The United States trails other industrialized countries, she said, "in the support that government provides to people. We are among the stingiest in the world."

In 1998, when he was an Illinois state senator, Obama told a college audience: "The trick is figuring out how we structure government systems that pool resources and hence facilitate some redistribution, because I actually believe in redistribution, at least at a certain level to make sure that everybody has a shot."

Obama and Romney are giving American voters one of the most clear-cut philosophical choices in recent presidential history.
